Amazon Built a $2 Billion Data Center in Gilroy, and Half the Town Says They Found Out By Accident

There’s this massive Amazon Web Services data center going up in Gilroy, California, and honestly, the drama isn’t even about the building itself. It’s about how something this big can be sitting in public records for years and still blindside people the moment bulldozers show up.

We’re talking 56 acres. About 438,500 square feet of data center space. A reported $2 billion investment. This is not a small neighborhood project.

Here’s the twist, though. Nobody hid anything. The paperwork was always there. The real story is what happens when “publicly available” and “actually known by regular people” turn out to be two very different things.

A Tech Giant Lands in a Small City Nobody Expected

Amazon is building this 8050 Camino Arroyo, right near U.S. 101 and the Gilroy Premium Outlets. Two data center buildings plus a security building, all on that 56-acre plot.

The build is happening in phases. Phase 1 alone needs a 49-megawatt electrical connection. Gilroy says the full project, once everything is done, could pull close to 98 megawatts.

For context, that’s not pocket change for a city this size. Gilroy officials are projecting around $40 million in new city revenue over the first decade, coming from property taxes and the city’s utility user tax on electricity.

That’s the part that makes this messy. The money is real, and it’s tempting. But it also opens up bigger questions about land, power, water, and whether small cities are actually ready for the kind of industry that didn’t even exist at this scale a decade or two ago.

This isn’t just a Gilroy thing either. It’s happening everywhere. The apps and cloud services people use daily need physical buildings somewhere, and increasingly “somewhere” means towns that never pictured themselves as tech hubs.

What trips people up is that this wasn’t some backroom deal. Amazon filed its first local application back in November 2020.

From there, it went through revisions, environmental review, and back-and-forth conversations with city officials for years before the final design landed in February 2023.

The land itself already had M2 General Industrial zoning, and that zoning dates back to 1981. Data processing facilities fell under what was already allowed, so Amazon never needed a rezoning vote from the City Council or Planning Commission.

Community Development Director Sharon Goei signed off on the Architectural and Site Review Permit on July 3, 2025.

There was also a full environmental review, including a Draft Environmental Impact Report with a 45-day public comment window back in 2024. An appeal was filed on behalf of Teamsters Joint Council 7 and MR Wolfe and Associates, but that appeal was withdrawn in August 2025.

So yes, every box was checked. The frustration isn’t about rule-breaking. It’s about people feeling like a project this massive deserved a louder conversation before it started changing their skyline.

The “We Had No Idea” Problem

This is really the heart of it. Information existing somewhere and people actually understanding what it means are not the same thing.

Teacher Coleen Crew put it plainly to city officials, saying most residents only found out about the project after construction had already started.

That single comment captured the whole mood around town.

To be fair, the project wasn’t buried. It showed up in official records and earlier state filings, including paperwork tied to Amazon’s original backup power proposal.

But let’s be honest, planning documents and environmental reports are not exactly light reading. A project can live in government paperwork for years before regular residents ever physically see what it becomes.

That’s the real tension in Gilroy. It’s not about whether the information technically existed. It’s about whether people felt like they were part of a decision that would reshape the place they live.

What It Actually Takes to Keep These Buildings Running

The buildings themselves get all the attention, but the resources behind them are where things get interesting. Data centers are power-hungry in a way most people don’t clock until it’s explained to them.

Amazon actually changed its backup power plan mid-process, pulling its original state application in 2022 to redesign the system.

What got approved for Phase 1 includes 25 emergency diesel generators, each rated at 2.5 megawatts, plus smaller backup equipment. City documents say Phase 2 is expected to lean on batteries or fuel cells instead of adding another full diesel setup.

Then there’s water. City estimates put the facility’s annual water use in the millions of gallons.

The plan is to eventually shift industrial cooling over to recycled water once that infrastructure is ready, with Amazon covering the cost of the connection.

Even after all the mitigation efforts, some impacts are still expected to stick around, particularly around farmland conversion and transportation. Gilroy ended up adopting what’s called a Statement of Overriding Considerations, basically saying the benefits of the project outweigh those lingering downsides.

About Those Jobs Everyone Assumed Would Show Up

Here’s where people’s expectations and reality split a bit. When folks hear “billion dollar tech project,” they picture rows of office workers and a hiring boom. Data centers don’t really work that way.

Environmental documents estimate up to 25 full-time employees for Phase 1, with extra contractors coming in for security, maintenance, and equipment support. Those numbers are expected to shift once the facility hits full buildout.

The biggest employment spike is actually during construction, not after the doors open. Once it’s running, it doesn’t need a huge staff to operate.

That mismatch between expectation and reality is part of why communities react so differently to these projects. Some people measure success in jobs created. Others look at tax revenue and long-term infrastructure gains instead.

The Bigger Picture Behind Gilroy’s Data Center Drama

What’s playing out in Gilroy is really a preview of a national adjustment. Communities everywhere are figuring out what it actually means to host the physical backbone of modern tech.

Mayor Greg Bozzo summed it up, saying the city is adapting to the times.

AWS Vice President Roger Wehner has framed the project as a long-term commitment to the community, not a short-term cash grab.

The city and AWS eventually held a public open house once the questions kept piling up.

None of this is a story about a secret project suddenly appearing out of thin air. It’s a story about how the relationship between everyday tech use and the physical world behind it is shifting in real time.

For years, most people never thought about what powers their cloud storage or streaming apps. The buildings doing the heavy lifting stayed invisible, tucked away from daily life.

That’s changing fast, and Gilroy is one of the clearest examples of what happens when it does.

The real challenge going forward isn’t whether these projects get approved. It’s whether cities figure out how to bring residents into the conversation earlier, before construction crews are already on site and the questions start piling up too late to matter.
