AI could soon answer 911 calls in New Orleans instead of humans

New Orleans is testing artificial intelligence to filter and triage 911 calls, helping human dispatchers handle massive call surges during severe staffing shortages.

When emergency lines get backed up, every single second counts. In New Orleans, the local emergency call center handles over one million calls every year while serving 18 million visitors. That is a staggering workload for an agency currently short of call takers.

To lighten the burden on overworked staff, the Orleans Parish Communication District turned to an automated tool called Call Triage. Developed by public safety tech firm Carbyne, the system helps clear clogged lines during major accidents.

We’re actually understaffed,” explained district Public Information Officer Jay Vise. He added that technology is meant to support staff because “the literal heartbeat here is the people behind the headsets.

How the automated system handles incoming calls

The software connects directly with computer-aided dispatch systems to detect nearby callers using automated geofencing.

Take, for example, a severe car crash on a busy city highway. Dozens of passersby pick up their phones and dial 911 at the exact same moment. These redundant calls quickly overwhelm dispatchers and block other life-threatening emergencies from getting through.

Carbyne’s tool solves this by drawing a virtual perimeter 100 meters around the accident scene. When a new call comes from inside that zone, an automated voice asks if the caller is reporting that specific crash.

If the caller is just passing by, the system confirms that help is already on the way so they can hang up. Callers who are actually involved in the crash or facing a different emergency are immediately transferred to a live human operator.

Breaking down language barriers and operator burnout

Real-time AI translation and smart call screening give operators instant assistance while trimming vital seconds off response times.

New Orleans has vibrant Spanish and Vietnamese communities, along with unique local dialects. In the past, connecting non-English callers to third-party translation services caused delays of up to 60 seconds.

Now, live two-way AI translation lets dispatchers hear the caller’s voice alongside real-time audio translation. This speeds up processing times by up to 70 percent.

The software has even been trained on local call audio to recognize complex street names and Cajun French accents. During initial pilot testing, officials audited every interaction and confirmed a 100 percent processing accuracy rate.

Filtering redundant accident calls reduced duplicate call volume by over 30 percent. That efficiency boost saves enough time to equal the workload of two full-time dispatchers per shift.

This challenge is widespread across the country. Nationwide surveys show an emergency communications sector struggling with high turnover and daily fatigue.

Serious risks remain around contextual nuance and outages

Despite clear time savings, technology experts warn that automated bots cannot replace human empathy or spot hidden subtext during crises.

Critics stress that handling life-or-death calls requires deep emotional intuition. For example, a domestic violence victim might call 911 pretending to order a pizza to discreetly ask for help. A human operator can catch background whispers and coded phrasing that a basic chatbot would miss entirely.

System stability is another growing concern for municipal infrastructure. Recent survey data reveals that 88 percent of emergency call centers experienced at least one technical outage over the past year.

As Fasold noted, human oversight remains essential. “We’re always going to need humans to put context into it, to understand the emotions involved in the call,” he explained.
